George W. Bush. During a time when Americans needed to be reassured of a strong, effective leader after 8 years of Clinton, Bush did the exact opposite. He turned public opinion more against the White House than in the Nixon/Carter years, ballooned the national deficit, embroiled the nation into an unnecessary war, ignored regional problems until it was too late (Chavez in Venezuala, Mexico), presided over the nation's worst humanitarian disaster (Katrina), ruined international public opinion, failed to curtail real threats to US security (China, Iran, North Korea to a lesser extent, now Pakistan), set the education system back 15 years with No Child Left Behind, and is currently presiding over the worst healthcare system in the western world. Oh yeah, and the price of gasoline is almost back to where it was under Carter during the energy crisis.
At least Carter brokered peace with the Israelis and Egyptians. What has Bush done, of any positive consequence for the American people?

Obama is definitely our worst president. Bush and Carter were also very bad in office

In recent history it's clearly Jimmy Carter... and he's a strong candidate at the worst ever. I can't think of any president who failed so badly at everything as he did.
Pierce is another valid option though.

Herbert Hoover.
I think his laissze faire economy caused the stock market crash of 1929 and the Great Depression. There were virtually no regulation or oversight of any kind over the corporations during that time. His administration just let the companies do whatever and when they were in trouble, he'd hope things would resolve themselves. Sure, the economy isnt entirely in his control, but he could of done more.
