Are people promoted to their level of incompetence; and then they stay there?

And is this why there is often so much incompetence at the top?

This is known as The Peter Principle http://pespmc1.vub.ac.be/PETERPR.html

Update:

LOL Fabrutus! My Dad was in the army for 22 years and was convinced that it was standard practice to promote incompetents 'out of the way' - which is why Military Intelligence is a contradiction in terms.

But Scott Adams, of Dilbert fame, has suggested that the Peter principle has been supplanted. At least under the Peter Principle, you are managed by people who, at some point in their career, were good at something they were doing. This is very hard to believe of many managers, so he suggests that now, the Dilbert principle applies, the most incompetent and useless people get promoted as a method for getting them out of the way!

Lol. I heard that about IBM too from my dad no less when he worked there. Unimpressive to say the least.

    Nepotism. Best Schmoozers.

They need the great people actually doing the work. It is depressing. I'm working on an MBA/Accounting and hope to start my own accounting practice someday soon. I'll be looking for the best in my eyes. :-) No b.s.

actually they get promoted to 1 level above what they are cut out for.

you get to a level where you are very good at your job, so you get promoted to the next level up where you are out of your depth, hence the world is managed by good engineers who have no idea how to deal with people, so we bumble along.
