No message for Iraqis. What US is giving to Pakistan is to equip it for its role in war on terror, and to help this country to transit to a stable moderate modern muslim majority nation.

Do what we say and we will subsidize you. We will give you all you need to stay in power, control your people,and eliminate political threats. So long as you do what we say, or pretend to. We just want to make sure we got all the bases covered.
