You should run chkdsk. I think it will fix the problem. If not, it is quite likely your hard drive is faulty.

At simple it means you cannot boot into current windows installation. If there is no important data in the drive where the Windows XP is installed (typically C) then the best is to run Windows setup using Windows XP CD.
Try to repair first, if it works fine... else reinstall Windows again.
This might have been caused due to:
1. You were playing with partition tables using third party software like (Partition Magic, etc), or
2. System was restarted due to power supply problem, i.e. either battery is weak and system goes down often, thus damaging HDD.
3. Prolonged not shutting down Windows XP. I faced this problem twice because it was my habit to close the laptop lid without shutting it down or hibernating it and on third week :) I got the same error and as usual due to my habit it happened again. Thereafter, I take caution and haven't faced such a screen since long.
Hope it helps!

CAUSE
1.The file system is damaged and cannot be mounted.
2.You use a standard 40-wire connector cable to connect the UDMA drive to the controller instead of the required 80-wire, 40-pin cable.
3.The basic input/output system (BIOS) settings are configured to force the faster UDMA modes.
RESOLUTION
If it be the connector cable problem then replace the 40-wire cable with an 80-wire UDMA cable.
If it's a BIOS settings problem then load the 'Fail-Safe' default settings, and then reactivate the most frequently used options such as USB Support.
If it's a damaged file system case then:-
1.Insert the Windows XP CD-ROM into the CD-ROM drive, and then restart the computer.
Click to select any options that are required to start the computer from the CD-ROM drive if you are prompted.
2.When the "Welcome to Setup" screen appears, press R to start the Recovery Console.
3.If you have a dual-boot or multiple-boot computer, select the installation that you must access from the Recovery Console.
4.When you are prompted, type the Administrator password. If the administrator password is blank, just press ENTER.
5.At the command prompt, type chkdsk /r , and then press ENTER.
6.At the command prompt, type exit , and then press ENTER to restart your computer.
This takes a bit longer, but the system should boot back into Windows.
If the above process fails to restore the system then in the number#5 step use fixboot command instead of the chkdsk /r command.

Sorry mate but acers are but pretty much useless In fact I'm surprised it lasted this long, I suggest you take back to the manufactures and try and get a refund or try and exchange it for a different laptop for if you just repair it the problem will surely return within a couple of months. If you do have to settle for a refund try and get a samsung or Toshiba laptop with Intel Pentium processor as these are the some of best laptops available. hope I could help.

There could be no of reason like hardisk failure, hardisk cable fault etc....
But the most like I think is virus (called boot virus). Virus has corrupted your starting portion of windows preventing you to start computer.
for xp (you may need some one having little computer knowledge to help you with this steps):-
1> make sure laptop is set to boot from cd (using bios setting)
2>Boot from the windows XP CD (get it from someone if you didn't get it with laptop), press the "R" key in the setup in order to start the restoration console. Select your windows XP installation from the list, and enter the administrator password. Enter the command: "FIXMBR" (without the quotes) at the input prompt and confirm the next question with a "Y" (without the quotes). Use exit to restore the computer.
Keep finger cross and hope on restart, the windows boot......

This means that your Hard Disk is Faulty. The Best thing you can hope for is this
Restart Pressing F8 select the option Safe mode with Command Prompt.
If it loads Run the Following in the Black box or window that appears
CHKDSK
Let it reboot.
