who has the right to admit new states?

    no one has a right to admit or not to admit new states. however, for a state to become a State, other existing States (hereafter, countries) should recognize the new government so that the new state will become a "person" in the international community.

    If existing countries do not recognize the government of the new state, then the new state would be deemed inexistent because it cannot represent its people in the international community of States.

    congress, but they have to have atleast 70% of the soon to be state agree.
