"WalkyDog" Bike Attachment. Also known as "DogRunner"

or type in "Dog Bike" or "walky dog"on ebay
Do shop around, prices for a new one seem to be ranging from £26 to $80 odd dollars (US and Australian)
I recommend setting the ebay search to "worldwide," the cheapest this minute is in Germany even allowing for postage, but ebay changes by the minute.
If you buy the genuine thing, you will note that safety features are included, including a "quick release."

Really bad idea, safety wise. Dogs don't understand the physics of bicycles, or care. If they bolt for some reason, or take an interest in something on the other side of the bike, you're going down.
Besides, dogs don't have much in the way of endurance or attention span. Even running with them is a pain in the butt because they get tired or lose interest long before I do.

Note to Baz: If there's a quick release for any time the dog feels like leaving, then there's not much point in attaching it to the bike, is there?

I love my dog and my bike too much to try to combine them.
I am sure some people can do it and argue that it is safe. I can just come up with too many scenarios in my mind that would hurt the dog, the bike, or myself.
Walk or run with your dog. Ride hard on your bike.

I think, like already said, that this may not be very safe. I looked at the walkydog site. It states:
" In case of an accident, Walkydog ensures that the dog will not detach from the bike and wander out into traffic."
I really thought there'd be a safety release in case of accident... It'd be like wearing a seat belt while riding a bike - scary.

I've never used one of these devices, but I've seen folks use these types of devices in my area. I am not too sure how I feel about them; it seems rather dangerous to both dog and rider, but as I said, I've never used one.
