I think Cassie has at least 8 of these.
#18 is Texas - - "Tex is" for Tex Watson
Still working on others.  Good one Bob!

Whoops - Cassie has #18 right too. Tough act to follow.

#1 is Connecticut - - for expert swordsmen, proper weapon handling would "connect a cut"

#20 is Georgia - - from George Allen - - "George, I am an alcoholic" {this is really obscure Bob}

#17 Delaware - - "dull' aware  {terrible pun if correct}
 But Delaware may be #12 instead - - "Della wear" for Perry Mason assist. Della Street.  Though why she would wear scales is a mystery - something fishy here. (Got u back)

#11 If the famous seascape shows bathing beauties, and 
the viewer is Don Imes, the answer would be "I da ho."
[ Now I'm really stretching - better quit before I offend. ]

OK - #11 is really Oklahoma - - for Winslow Homer's famous paintings - - "Ogle Homer"

#9 New Hampshire - - if one were to raise the "new champ's ire."

#3 has to do with the King of Siam getting in a dig against Anna - - - Indiana  { stretched to the break point }  - - OR - -
#3 could be Louisiana referring to "loser Anna" in a card game with King Mongkut.

#6 Zippy the Pinhead's wife is Zerbina.  ' Must be on the wrong pinhead since this doesn't fit.  Maybe I'm the pinhead.

#5 "O region" for a cul-de-sac in a partitioned street land
- - - Oregon

#10 is not "Pencil vain" as much as I think it is "Pencil bane ia" - - Pennsylvania, though Cassie is on the right track there.
