Is it possible to contain fluorine by maintaining a electical charge on the container?

for example, a positive charge, so there would be no electrons available to fill the outer valence shell.

Probably a silly question, but I am a sparky, not a chemy, so I am asking the experts.

Yes you can do that. You need some copper or some conductibe metal to make it last. But it can be done.
