I think it is because of the effect created by the light reflecting off of the pavement....makes for more interesting/attractive cinematography....but who knows?!

they have to make it look real that it had been raining other wise people will think different , i know this because they did some shooting for Sharon Stone it was the second one and they used so much water you would not belive it and at that time they had a draught waring here in (UK), But than you would think this is not real and in that moive they did not use that sceen to much and it took them almost whole day,

At my job they hose down the place when they take pictures. Makes everything shine and makes the pavement look new and darker.

I think it's to make it look cool or something, they probably do it for an effect or something.
