Colorful balloons on car lots?

This is probably going to sound stupid, but it's bugging me.

As I've been driving around lately, I've noticed that most of the car dealers are attaching those big, round, colorful balloons on the cars on the lot to attract attention. What do the fill them with - or are they special balloons of some kind? Normally I'd assume it's helium, but I know helium balloons usually shrink with the cold (and it's FREEZING here) and these balloons don't appear to be suffering any effects from the cold.

    If it's a regular balloon, the helium is what it is filled with. What they might be doing is to have the tank of can outside. When the helium leaves the tank it is cold no matter where the balloon is placed. But if the balloon does not have to warn, thereby expand, to room temp - it might (key word is might) last longer in the cold outside air.
