im not too sure about the reg but you both should get your normal bah for where you are.. the only difference is if you have a dependant than the higher ranking one gets the bah at the "with dependants" rate and the lower ranking recieves it at the "without dependants" rate and if you have no kids then you both get the bah at the "without dependants rate"

AR 37-104-4, Military Pay and Allowance, only has a small exerpt regarding BAH. The regulation that now covers BAH is JFTR, Part B, Paragraph U10102. Only one of you can claim full BAH. The other one may be able to claim BAH without depends. Follow up with your unit clerk and Military Pay Branch.....

Do not know the reg. But...
If you have no children, you either get base housing together or you each get BAH at the single rate. (Neither of you has a dependent and you can not be dependents of each other.)
If you have children, declare the children as dependents of the senior ranking spouse. That person with get BAH at the with dependent rate. The other one will still get BAH at the single rate. Or again, you can get base housing together.
(Base housing for married members is a bad deal. Better to live off base and buy a house. You can write the mortgage interest off your base pay, giving you a tax break.)

You should both get full rate BAH (unless the Army is defferent fro Air Force). They used to have it where one person got a partial BAH and the other got a full rate BAH, but they changed that...so now you both get full rate BAH.
However...It depends on whether or not you have kids. If you have no kids then both of you will get BAH w/o dependent. If you do have kids then typically the senior ranking person will claim the dependent and then take BAH w/ dependent. The lower ranking person may opt to claim the dependents, however you get more money if the senior ranking person claims them.

if there are no children, you each get BAH Single. when there are children, only one(typically the Senior) gets BAH w/Dependents. if you live in the barracks, you forfeit BAH altogether.

You will both get BAH w/o dependents. when you have children, the Sr. one will get the rate of BAH w/dependents.
