I have one of those chinese fighting fish that just laying at the bottom as if it was dying. Is that normal??

If it looks like it's dying, then no, it's not normal. Check your water quality, ammonia and nitrites should be 0 ppm, and nitrates under 20 ppm. Ammonia or nitrites present in the water can make the fish act like that.

it is SIAMESE fighting fish, not chinese. and it could be due to many things. maybe it is just depressed because the water is too cold. bettas are less active when the water is cold.

His water should be warm, cold water makes them inactive.
He should be in a tank with plants, not an empty bowl - they are plent dwellers and you'll only see them behave naturally if you set up their environment naturally.
Don't overfeed, feed lighlty and keep it a little hungry.

you need to check the temp they like warm temp but some just sit on the bottom i have five and you find diffrent times of the day the will do this

Nope, it sounds like the water is too cold.

depends on a few things... is he in a bowl? how long have you had him? what size is what he is in? what's the water temp? is it filtered? if not how often do you do water changes?
without this info any answer is just a guess.
