windows applications taking over others?

Is there any way to make it so new opening applications or web browser pages don't pop up infront of everything else or take over right when there loaded? i want to be able to have it so if i'm looking at a web page or doing something that if a new window were to pop up it would just stay in back ground.

    Depending on the application there is usually a setting on the preference/option page that will allow you to make this change so that it doesn't do this, however, the application programmers usually bury it so far in or make place it in a obscure place that it is usually difficult to find. Further the sometimes make it such that the only place to change this is in the registry. At that point you have to dig through the registry to find out where it is located.
