In New Jersey, how often are landlords required to paint and recarpet rental units.?
We have been living in a house for 9 years and our landlord has not repainted, we have done it ourselves once. He has not put in new carpeting either. Does anyone know the REAL laws for New Jersey?

The laws are not in your favor when it comes to carpet how ever if the paint is pealing or cracked it is a code violation and they must react. There is no specific time line designated for painting and carpeting units by law. You can threaten them to replace it or you will call the local housing authority , building inspector. How ever I warn you if you are paying lower then market value for that apartment I can guarantee the landlord will raise the rent. You want to be careful in this situation cause often times landlords if are pushed to replace carpets or paint will see it nessesary to raise rents to cover such costs. You can force the issue but I just wanted to warn you of the consequences of doing so. If you are already paying market rents then I would definitely asking for the paint and carpets or be looking for a better place. I look at it like this the codes require safe clean housing.
If the tenant moved into the home and it was clean and safe to start with then they could charge you for the fix and repairs if it is deemed that you damaged or messed up the carpets and walls. If the apartment was dirty and nasty to start with then the landlord must clean it up, paint and carpet.
Your local building inspector will know where to help you and show you about the laws regarding code violations in apartments. You can find building inspector is usually at the court house or at government buildings.
Be careful in this situation starting a war with your landlord might not always be a good thing. always try to work it out with landlord first. Maybe you tell the landlord I will stay longer if you paint in here or carpet there. If they still don't want to listen to you moving might be the best alternative. Landlords do want to retain good paying tenants if they don't have animals or call every single week. Good luck with it.

not true.. it is their job to pay for the supplies and the painter or get someone to do it themselves every 3 years at least.
