Will Industrial tile (like the kind in schools or hospitals) stick ok even if the cement is cold??
I bought these tiles because they are going to be in a room where their will be alot of dogs. I mean ALOT of dogs trampeling and playing coming in from outside soaking wet. I need something that will stand up to being wet for long periods of time. Was this the right choice? Any better ideas? And the tile I bought is going to be put on plane concrete, do I need to wait till its warmer?

If you look on the box of your tile, you'll find that they tell you the ideal temperature for setting down the tile.
As for it working with the dogs, yeah, it'll work just fine. Industrial tile is made to withstand industrial stuff. Dogs aren't gonna ruin it... Just don't let urine hang out too long, since dog or cat urine will ruin anything, sooner rather than later.
