Either one will do. The only major difference is the obvious hard drive discrepancy, and the fact that the 80gb plays most PS2 games while the 40gb plays absolutely no PS2 titles.
If your son/daughter has never had a PS2 I would recommend getting the 80gb. There are loads of awesome games for the PS2 that he will definitley enjoy (and they sell for $20 saving you some cash). If he has a PS2 already you can just get the 40gb, unless you want to sell the PS2 to free up some space.
Although the Wii is a good console for casual gamers, the PS3 doesn't just offer stuff for people over 18. If he asked for the PS3 specifically, or you know thats what he wants then I say go for it. There are plenty of titles that you can get for him to enjoy. For example Ratchet and Clank is a great series for people of all ages. It has guns and shooting, but has no blood or gore at all. Aliens explode into collectible screws and bolts rather than blood and chunks, so it is definitley suitable for a ten year old. Also any racing games like Dirt or Motorstorm would be suitable (Dirt can be pretty difficult, though). Madden, MLB the Show, as well as most other sports games are good, and Skate is a great skateboarding game. The playstation store (downloadable content through the internet) also has a lot of great titles which are usually $10 or less. You will need a decent internet connection for this though. I don't think any of them are inappropriate at all (check the ratings/description though, I haven't played them all).
Games to avoid would include Unreal Tournament, Call of Duty 4, and anything with an ESRB "M" rating. If he wants a shooter get him Warhawk. Warhawk is online only (again, you'll need good internet), so make sure he mutes voice chat if you don't want him to hear people shouting expletives (its actually quite rare anyway).
Of course the decision of which games to get is up to you. If you think he can handle some M rated games then do what you think is best.

To be honest I don't think a 10 year old would even like a ps3. Thats what the age genre that the Nintendo Wii is aimed at.

This question is an often one, so that's my cut & paste answer:
1). 20GB has no chrome trim, no memory card reader and no wi-fi. Not manufactured anymore. Has the best backwards compatibility with PS2 games due to Emotion Engine (PS2's CPU) and Graphics Synthesizer (PS2's GPU) installed.
2). NTSC 60GB has the same backwards compatibility as 20GB version, also has memory card reader and wi-fi. Has a chrome trim. Not manufactured anymore.
3). 80GB - extended memory, but reduced backwards compatibility with PS2 games, it has only Graphics Synthesizer (PS2's GPU). Around 60-80% of PS2 games can be played. Available only in NTSC regions.
4). 40GB - can't play PS2 games at all (all PS2 chips were removed), has 2 USBs instead of 4, no memory card reader, has wi-fi. Avalable in black and white colors. White is on sale only in Japan. Uses 65nm technology (lower power consumption). Improved cooling system. It's the latest version. 40GB doesn't support SACD (Super Audio Compact Disc).
5). PAL 60GB - reduced backwards compatibility with PS2 games. it has only Graphics Synthesizer (PS2's GPU). Around 80% of PS2 games can be played.
Wi-fi included in all models, except 20GB.
They are all based on Blu-ray. They all play PS1 games.
