Washing machines are simple creatures. There are only about 5 things that can go wrong with them. Get the model # and all other info and write it down. Then call an appliance parts store (not a repair store) and explain your problem. Chance are they will know exactly what the issue is, and usually can tell you if it is a job you can do yourself or not.

There's probably some component that is breaking down, working only intermittently. Chances are it will eventually malfunction all the time. Or, it could just be a loose connection behind the control panel; if a certain circuit isn't connected it won't tell the washer when to stop filling.

If you're at all handy, at least try looking behind the panel to see if there's anything obviously wrong. Other than that I'd say call a few different appliance repair places.

The water valve is hanging open at times probably. Would try replacing as they are fairly inexpensive and you could save quiet a bit on a service call. Just unplug electrical cord. Trace hot and cold water hoses to valve on machine. You will probably have to remove top of machine to get to valve, most times this is done by inserting screwdriver between top and cabinet of machine. Valve then should be fairly easy to get to.

The electric water valve or water level indicator have or soon will fail. Try this site to troubleshoot and narrow down your problem:
