This is standard Spanish. Every spanish speaker will understand it perfectly.

Put the roll back on the holder, and get some old keys on a chain and lay that up there. Heavy and jingly enough to deter them when they fall, but not enough to hurt them. This may work, but it sounds like your two are pretty clever and will figure out this happens only once. Applying a scent such as bitter apple or citrus around the wall might help. You also might try turning the paper around so it rolls down the back rather than the front. I have found this pretty effective, and at worst just get some shredded top layers. Then, there is the industrial-strength covered TP holder such as you find in rest rooms. A pain in the patooties to change (especially if you have a man in the house), but pretty darn kitty proof. And, what? You actually mean you have something better to do than lie in wait in the bathroom waiting for the scoundrels to pounce? Good luck.

Inodoro is not a common word - escusado is.
