There is a rule for all those: I before E (that is, IE) except after C (where it would be EI) or in special words like neighbor and weigh. That's the rule. Let's see if it works by applying the rule to those words:

conceive. Yes, because EI comes in front of a C.

achieve. Yes, it is IE for there is no C.

believe Yes, it is IE for there is no C.

relieve Yes, it is IE for there is no C.

receive. Here there is a C, so use EI.

deceive. Yes, there is a C, so use EI.

niece. Yes, it is IE for there is no C.

ceiling. Yes, it is EI for there is a C.

conceit. Yes, it is EI for there is a C.

yield. Yes, IE for there is no C.

    Hey, the rule works perfectly!

EDIT. SORRY I had niece wrong at first.

And, of course, mister 'duh' has it wrong. Neighbor? Weigh?

Forgot the rule? I before E except after "C" and also except when pronounced "ay" as in "neighbor" and "weigh." And even THAT has a couple of exceptions! (Like species, science, sufficient (where ie follows c) or seize and weird.) Duh!
