Rotel is a product that mixes diced tomato and green chilis and the even present "spices". I suspect the spices include chili powder and cumin. So any canned tomato, some canned diced green chilies if you have them and some chile flakes if you don't, and a bit of chilipowder and/or ground cumin should do it.

Of course you can. Can tell if you mean substituting Rotel for regular tomatoes, but either way it will work. If you're using Rotel, make sure you adjust any other "hot" spices, unless you like things spicy. If you need Rotel and are using plain tomatoes and you want the little kick of heat you'd get from the green chilies, just add a little crushed red pepper, or cayenne, or Tabasco ... you get the idea.

add the can of tomatos and maybe 2 tsp. of the green chiles. Very often I will use plain canned tomatoes and no chiles for Rotel, b/c I find it too spicy!

Add a couple of tablespoons of the peppers to the tomatoes. They will be fine right from the can, and you won't notice much difference (except the way they're chopped) from Ro-tel.
