why don't police introduce compounding fee or 1 month imprisonment for petty law & order offences worldwide?

Now a days, no body bothers about LAW, due to lack of knowledge and corruption. There is a LAW which applies for every offense. But, due to loop holes in law also, they are not taking seriously. See one lawyer fight for offense and the another one defends the same, even though, one of them knows that, accused was done a mistake. But, as you said, if anyone done offense red handedly, means, your suggestion is good.

Police is not there to think, they are there to implement the law return in the book.

those illiterates in our parliament are the ones to understand that and pass new laws for the petty crimes.

it is not possible to have the SAME rules WORLD WIDE. every country has its own rules and regulations.

Prisons are already overcrowded.
