25 years is generally considered a good cut-off age for such terms because it's extremely rare for a vehicle that old to still be owned or used without special consideration for its classic status.

If you are in the UK or Ireland there is no agreed definition of what constitutes a classic. A 1991 car that has some outstanding or unusual feature, or that has a cult following could well be called a classic eg. Nissan Figaro, Porsche 928, Mazda MX5 etc. I have insured cars under classic car policies that were only 10 years old.

To be registered by the state, a classic is defined as a car that is 25 years old or older. Classic plates can be bought from your state DOT for a lot less than your regular plates and are a one time payment, they do not need to be renewed. Don't get these plates confused with the "collectible" plates, as you can only drive the car so many miles a year and stil be legal. But according to DOT, it is 25 years.
