"[The President] shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient"
Source(s): US Constitution, Article II, Section 3 - Anonymous1 decade ago
The Constitution requires that the President deliver such an address "from time to time." Tradition has developed that this be done annually, at the end of January. The intent is that Congress should be aware of problems perceived by the Executive branch, and consider legislation to fix them.

It's nothing but a report card; for the whole nation to know what their President has been doing or has done the past year and thereafter for the citizens to judge for themselves whether they indeed elected the right candidate. It is not only the US President who does this. In private corporations and democratic countries, such practice is also being observed by CEOs, COOs, Prime Ministers, Presidents and various high government and private officers and officials.

Originally , it actually was that , a letter (not a speech) outlining the actual state of the country , delivered to Congress , from the President . It's mandated by the Constitution , so must be done, in one form or another.

To inform the people of where the country now stands on certain issues, where the president is sees the country heading on certain issues, what has been accomplished during the past year and what the president hopes to accomplish within the coming year.

its in the constitution that he(or she) will address both bodies of congress once a year. The purpose is the title..the president is saying "this is what is going on in the nation" then of course he talks of what he wants changed. If you notice though every state of the union address will have a statement in it that says...the state of the union is strong...or good or whatever.
