Why wont my car turn over?

Alright i need someone help, I have a 1991 Eagle Talon TSI AWD Turbo, i just got it last night and im been workin on it all day, the car wont turn over, at first i thought it was the starter but then i checked it and its a brand new starter, and the car still wont turn over, someone help me, could it be my flywheel or the clutch please help

Update:

i have checked the battery and the fuse box and that is all good, and my car is a Stick and i have it sitting on a hill, and the car is in first gear

    You say you have been working on it all day?? what did you do to it? Check to make sure your battery is charged up and connected properly. Also check the main fuse block to make sure you havent blown an ignition fuse. Have you pulled the gearbox out or something? Also make sure if its an auto that it is in Park, jiggle the T-Bar and make sure its firmly in Park.

    Gas or Diesel? Automatic or Standard? Mileage? What Happens when you turn the Key to Start? If you Jump from the Battery to the Starter Solenoid Will it Turn Over? Nuetral or Clutch Safety will stop All Power to the Ignition System. Did the Person install an alarm with an immobilizer?

    Really Hard without more Info!

    Check the battery to make sure it's holding a charge and you are getting a good connection from the battery terminals. The 2 enemies that a battery has is extreme cold and extreme hot. Also check the main fuse of the ignition switch and make sure it's not blown.

    Try jumping it first... Bad battery??? Clutch switch not working??? Manuals must have clutch pressed to start. But I'm sure you know that.... I hope.
