First of bumps wont go away whether you shave close or not. So for that you need to get a solution for razer bumps and ingrown hairs. Look up on folica.com or amazon.com a solution that fits you best and with best reviews. Also as far as close shave, i dont recommend disposable razers, rather the ones that you can guy dispensers for and exchange them once you feel like they are not sharp anymore or just too old. Also i was told it helps if you keep your razer in cold water before shave. And something i always do for close shave is pulling skin a little bit so you get best results. Hope it helped!

Try using an aloe based shave cream. They can be less harsh than some other types. Soft & Silky Shave Creme from Passion Parties is a great product as it has Whole Leaf Aloe Vera Concentrate as a base. I know men that shave their face, neck, and head with it and have no more red bumps. It's more like a lotion, so there's not that tight, dry feeling after you shave. Simply apply a small amount, rub it in and allow it to sit for about 10-15 seconds. This will help moisturize your skin and prevent the red bumps and irritation. There's also an After Shave Protection Mist that helps protect the skin between shaves.
A sharp clean razor is another key to preventing knicks.
Good luck!
