I doubt if you can buy them anywhere in MN. They have all migrated to warmer climates (like CA) for the winter. They should arrive back in MN in late May or June to lay their eggs on milkweed. In July you should be able to go find milkweed patches with Monarch caterpillars on them. They are fascinating, aren't they?
If you really want them get them online and make sure they send the correct food.

I would call a pet store and ask. You probably will need to talk with the manager and not just the person answering the phone. Also, you might want to check online for the Minnesota Department of Conservation. Those Naturalists and Conservationists know all the answers for something like this. Good luck.
