It is a major city of Japan (Largest city on Hokkaido, and Japan's 5th largest city), so there is plenty of shopping and entertainment districts in Sapporo.
The weather in March should be around 4c to -4c or about

cold cold cold! Feb-March are some of the coldest times in Sappporo, and yes there is alot of shopping.
If you want to be on TV then hang around the train station and look out for the weather Donkey. I was on a TV a few times over the years.
There is alot of shopping and it is very busy in the middle of town. You can enjoy Odori gardens and Sapporo eki shopping!

Well you are going to expect, cold weather, it might even be freezing cold in March... I mean when I went there in July it was still cold! and there's not much to shop but you should try the sushi/seafood there and the yubari melon! It's their specialty...
