Neighbor ignoring HMA rules - dog off leash, in our yard, ripping trash bags, leaving droppings?

We live in a townhome community, so there are many houses very close together. Here is the issue. We put our trash out back, per the homeowners association rules. EVERY week, someone lets their dog get into our trash which leads to broken trash bags and trash all over our back yard. Also, we have found doggie droppings in our front and back yards (which is how we know it's not a racoon or something).

Our homeowners association has rules about not letting a dog off a leash, and about cleaning up doggie droppings. Clearly, one of our neighbors is not following these rules, but we are not certain who the offender is. There are many dogs in our neighborhood and we have never actually caught anyone in the act.

Any advice? We already called the Homeowners Assn, but since we have never caught anyone doing it, and we have no idea who the offender is, they said they can't do anything. Thank you for your help!!

    Homeowner Associations don't ever seem to care about the rules unless it is one of the board members that are being affected.

    Get an extra-large plastic trash can ($30 at Lowes) and make sure the lid is ALWAYS closed with heavy weights on top. It will keep most animals (except raccoons) out. As for the poop problem, you can spray animal deterrents (found in the organic gardening section of Lowes/Home Depot)--I use this to keep the bunny rabbits away from my garden and it also keeps my neighbors dog from digging into my yard.     The first thing you need to do is get a garbage can and put your trash in that. The dog won't be jumping up into the can to get at it. Not just dogs get into trash, BTW.... skunks are notorious for doing that too, as are possums and even cats. You'll want to keep track of what time you are finding these things. You may find out that it's not anyone in your neighborhood doing this. There may be stray dogs or other animals doing this. If you have a video camera, set it up near your yard and see what comes into it.

    surely if the Homeowners Association Rules mean anything then it is up to the Homeowners Association to be responsible for finding who the offender is who is not obeying their rules.

    well try to find out about what time it is like are you finding it in the morning when you wake up? you could set up a camera!......plus you can't be sure it's a dog because we thought the same thing for awhile and then we found out it was coyotes so there's nothing we can do about it....

    Take pictures/video of the infraction in progress and present that to your HMA.

    all you can do is tie your bags up and put them in your can and put a lid on it. sorry not much else you can do other than sell your home and move else where
