Under $20,000? You have quite a choice of bikes except for some custom choppers or top of the line Harleys or BMW's.
You're going to have to narrow down your choices a little to get a better response. If you don't want a cruiser, what do you want? Supersport? Touring? Dual? Naked or full-fairing?

Like jrg said, best for what? No one bike is best at everything. The styles are too different. A 'Wing will be a much better touring bike than a 'Busa but won't beat it in any speed contest. And that 'Busa won't handle tight twisty roads as well as more nimble sporting rides. Or dirt riding versus a supermoto or dual sport. Or stopping distance on wet roads versus ABS brakes.
So what do you care most about in bikes? $20K is enough to buy almost anything. "Not cruisers" doesn't narrow the field as much as you may think.

First - Take the rider education class! Among other things it will afford you the opportunity to ask this question in person of experienced motorcyclists - like your MSF instructors.
There are a lot of bikes out there for under $20,000.
But how are you going to use it?
Short trips? Long trips? Commuting? Primarily a "poser"?
Your first bike? Your 4th? Your 10th?
If it is your first bike, I would caution you to start with nothing larger than a mid-size engine (500cc +/-). Most of us built our experience in stages, and that is a good way to go.
Commuting - Get a Suzuki Bergman or Honda Silverwing.
Sport touring - Get Honda ST1300 or Kawasaki Concours.
Luxury Touring - Honda Goldwing (King of this Class)
Poser? Beauty is in the eye of the beholder.....
Unless you have merely set the goal of spending $20,000, in which case you have missed the whole point of motorcycling in the first place.

make certain you get a professional motorbike setting up. that's what concerns maximum. i would not decide for any of the extreme end stuff. shop a watch on the motorcycles in the direction of the tip of this season. FELT, Cervelo, QR -- all of the motorcycles are comparable. this is the motorbike fit that concerns extra suitable than something. look at craigslist. maximum used tri motorcycles are dealt with very properly. in case you have already got a motorbike with solid factors, you're able to easily evaluate getting a physique and reusing those factors.

If this is your first bike, You need to keep it under 600cc, which would be around 8-9000. I would recommend an R6 or a GSX-R 600 for the middleweights. But if it is your 2ed to 3rd I would go with the R1, without a doubt. Well, a single doubt. If you have TONS of money to throw around, get a duccatti 1098.

Best bike under 20 grand?
Suzuki Sv650 or the V-Strom 1000/650.
Both are good honest bike that can be ridden all day long, and are reliable as a stone axe. They are just not "sexy" if that is what you are after.

Suzuki Hyabusas used to be known as the quickest production bikes. However, over the past couple of years the Kawasaki GSXRs have stepped up and are now considered quicker.

Any BMW "K" bike which, offers world-class handling, power and durability. Not to mention engines which often can be driven over 200K without overhaul and industry-leading innovation and re-sale value.
I own a K100 that I wouldn't trade!
