How does the NBA rank teams within their conference?
I'm a Rockets fan and I don't understand why Utah is in the number four spot with a % of .627 and 4.5 games back while Houston hangs in seventh at .655 and only three games back.

the top 4 spots in the playoffs are given to the three division leader and the team with the highest win percentage but isn't a division leader. then they are ordered according to win percentage. so for example:
pacific division has:
lakers 66-16
suns 64-18
midwest has:
spurs 63-19
northwest has:
blazers 65-17
lakers, spurs and blazers win their respective divisions. but suns has the most wins outside those three. so they make the top 4 according to their win-loss. so:
1. lakers
2. blazers
3. suns
4. spurs
