How does the NBA rank teams within their conference?

I'm a Rockets fan and I don't understand why Utah is in the number four spot with a % of .627 and 4.5 games back while Houston hangs in seventh at .655 and only three games back.

    The top 4 teams out of the entire conference are seeded by their record. Of these 4 teams 3 of them will always be division leaders (perk for winning your division). This just tries to ensure that the better teams meet later in the playoffs.

    Everyone after them (top 4) is seeded by just their records, with a few tie breaker thingys in there.

    The 3 division winners at the end of the season get the top 3 spots based on their percentage, the other 5 go in order of percentage from there

    its becuase the Jazz are #1 in there conference so they automatically get a 1-4 spot depending on there record but the 1,2, and 3 spots are other division leaders but they have a better record then the jazz so the they get the #4 spot but the rockets are 4th in there division so they just get other spots from 5-8 depending on there record
