is there software that can be downloaded to use your pc as a police/fire/ emt/ weather scanner?
i know the frequency code, just not sure if what i'm asking can be done... thanks

You add a card or connect certain external devices to make a PC a scanner.

You can listen to live streams ala the various streaming protocols like live365, teamspeak and others, but you have to listen to only what is streamed.
