    There are many violations of law that, frankly, don't hurt anybody!

    I would choose Violations of State Law because it could include the Causing of Injury

    Violations of State Law will inevitably include the causing of injury, so I choose #1 because it includes #2.

    Well, it seems to me that the only answer that goes along with the question, is choice #2. How can Society be limited to a State? The word 'Society' indicates a broad base and not a limited one associated with the word ' State'. Guard Dog

    Well the rule of law is the rule of law. In most cases injury is caused during the commission of a crime. Unless you consider hurt feelings an injury.

    #1 without taking into account the spirit of the law, is ineffective and leads to rebellion and antagonism
