If they're ethical and experienced? Not long at all. The better handlers won't take on marginal dogs as clients... The problem is finding the ethical handlers that know your breed. A lot of handlers now will tell you to pay $500-$1000 and they'll take your dog for a while and 'see how it goes'. Personally, I'm not comfortable with that but lots of people are.
The best way to find decent handlers in your own breed observe people/handers at shows. Then ask those people who are using handlers... if not Chis, perhaps min pins or the like. You could also look up AKC registered handlers at http://www.akc.org/handlers/handlersprogram_direct...

a handler doesnt determine if a dog is show quality.. he takes the dog to a show and the judges determine it..
the handler should be able to spot major flaws in the dog right away..
a dog purchased at a pet store is NOT show quality..
a good handler who is familiar with that breed should know if the pedigree is good or not..
