Techno/disco song played in 2001?

Question

Help. Love a song but have no idea what it's called or who sings it. 
Lead singer sounds like a black singer with a deep voice. He mumbles and I can't understand anything he says except for what sounds like "Starlight." Backup singers (ladies) mumble too but they do say "What you need." There's also a pause in the song so you could only hear the electric percussion. 
This was played on radio stations that played techno music in 2001 but had a definite disco beat. 
If you have ANY idea what this is, give me the song and artist name please!

wtf? what music?! ayana i became gonna say an analogous element probable the national anthem?? who is conscious cos there have been probable 1000's that day! If ur speaking approximately you tube video clips there became no music on the unique video
