    (a+b)² = a²+2ab+b²

    9x² + 12xy + 9y²

    = (3x)² + 2(3x)(3y) + (3y)² - 6xy

    = (3x+3y)² - 6xy

    It is clearly not a perfect square

    Maybe. Factor out the 9's, giving 9(x^2 + 4/3 xy + y^2). The 9 is a square, but for the trinomial to be a square, the center coefficient must be twice the square root of the last coefficient, which it isn't. So it is not a perfect square.

    It would be a pefect square if it was 9xy instead of 12xy.
