Who's decision was it in Mich and FL?

Who decided in these two states on whether or not it was ok to move the caucusus up and forfeit their delegates? Was it the voters or the DNC? If not the voters, then why not do a re vote, especially when Democrats talk about disinfranchised voters all the time in other national elections? Since when have Democrats held true to the rule of law concept?

    The state parties and the state legislatures, in both cases.

    The rules were made by the Democratic National Comm, led by Howard "aaaaaaaaaaaaah" Dean.

    The RNC ( Christ) moved the primaries up. The DNC made those stupid party rules.
