Can someone do online Ph.D in Chemistry or allied branches??

It might be possible, but you won't end up w/ a degree that has any value. Any accredited PhD program in chemistry will require research and a dissertation, which means 4-6 years of laboratory work. You just can't accomplish that on line.
You may be able to find some Caribbean, internet based school offering degrees based on your "life experience", but they are not worth the paper they're printed on.

It must be possible to do some sort of postal corse on the web. OU, Learn Direct etc. Search on Google for more.

You will have to wait for sme more time till such facilities are developed, and provided to the students by the Universities.
