Hey sngozig,
There are two main requirements for getting a Social Security card in the U.S. (effective May 2006).
You need to provide at least two documents that prove your age, identity, and your U.S. Citizenship OR your current lawful, work-authorized immigration status.
If you don't have U.S. Citizenship and are currently not a lawful, work-authorized immigrant, then you have to provide a valid non-work reason for requesting a card.

Well in the past, they would give them a SS card that say's "NOT VALID FOR WORK" & they can use it for getting a drivers lic & othr stuff u need a ss# for other then (leagal) work of corse, but now they don't even give them that, so no way they can get anything that req a ss#, that's why I belive so many foriegn "visitors" dirve w/o a lic..
