Actually there are two such countries now. The flag of Cyprus has long had an outline map of the island. Just this year, the newly declared nation of Kosovo adopted a flag with an outline map of their country.

Cyprus is the only country to display its map on its flag until February 2008 when Kosovo declared independence and adopted a new flag which features the land area of Kosovo. The geographic depiction on the flag is shown in copper-yellow, symbolizing the island's large deposits of copper ore for which Cyprus is said to be named.
