Are there any new gas refineries being built in the US right now?

This isn't a political or even environmental question, does anyone know if there is any new construction?

    Yes, yes, yes.

    The Indian reservation had decided to build one, and they don't need the permission of the environmentalists. The blue prints are in gear. But the actual construction has not physically started.

    in third world there are lot of new capacities are created - aimed for export earnings.
