what is the main function of jre-6u3-windows-i586-p.exe? if i download this file, could this not be in conflict with my present jre 6 update 3? pls explain.

jre-6u3-windows-i586-p.exe <-- this is the offline installer file for JRE 6 update 3. Why would you need to install it again?
You should be able to install it over the existing installation without any problems, this would only repair possible errors/corruptions your present JRE 6 update 3 installation might have.
Btw. Update 3 is ancient history, the latest is update 5. Uninstall your old Java, then install update 5. For security reasons always remove your old JRE, and always keep Java up-to-date, as some malware exploit holes in vulnerable JRE versions.
