Not sure if this is what you're after, but here's what 2 Peter 1:7-9 says:
"...add to your faith goodness... and to godliness, brotherly kindness; and to brotherly kindness, love. For if you possess these qualities in increasing measure, they will keep you from being ineffective and unproductive in your knowledge of our Lord Jesus Christ. But if anyone does not have them, he is short-sighted and blind, and has forgotten that he has been cleansed from his past sins."

We must be careful to not judge others. We should follow God's will in this matter. If a friend sins against us we are to follow Mattew 18.

We each have to answer for our own sins, if the person is breaking the law of the state, you have to report them!
