any suggestion?

here's the case, my boss' identity is stolen for 3 cell phone accs by didfferent carrier. AT&T is will to verify he's not responsible for the ATT acc, but T-Mobile sold the fraud acc to a collecting agency and saying that not their biz any more. my boss never received any bill or notice for all the fraud accs. do you Think T-Mobile should verify the acc holder before they sell the acc to the collecting agency thus ruined some ppl's credit? like my boss, he doesn't know anything about this until he tried to buy a car yesterday and realized he "owes" money

your boss needs to be paying more attention to his credit report. I suggest MyFico.com You can track your credit activity and get notifications when your score is affected. He needs to file a police report, once he has the report, he can dispute the identity theft, without a police report, he's kind of screwed.
