The back story of this character is that Bartlet is a descendant of Declaration of Independence signer from New Hampshire Josiah Bartlett, and served as governor of New Hampshire before landing in the White House. The full “biography” of the character is given here:

Basically, what the second person said. He was supposed to be a descentant of the (real life) Josiah Bartlett, who not only signed the decleration of independence but also founded the state of New Hampshire. Great show.
