It won't stop your period, but it can (depending on which pill) help with some hormonal issues...

I've been on a couple of different mini-pills as I can't take the regular combined pill due to migraines and the first one really messed up my periods and it was a nightmare (called Micronon I think) but the one I've been on for the last few years now is called Femulen and it has completely stopped my periods.
I changed doctors a couple of years ago and she didn't read my medical records and gave me a 12 month prescription of a combined pill which increased my migraines to about one a month and gave me regular periods but when I complained and went back on to Femulen my periods have gone again and I'm much more settled (and migraine free!)
I've never had a problem with hormonal mood swings at any time!

The hormonal moodiness might be able to be controlled with Yaz, which claims to help with that symptom. Otherwise, an antidepressant might help you - you really need to check with your doctor or OB/GYN about that.
If you don't want your period, you can go on the birth control pill and skip the placebo week (the last week of pills, which contain no hormones.) The period you get while on the pill is not a "real" period, since you're not ovulating (the pill works by fooling your body into thinking you're already pregnant.) The period you get on the pill is actually breakthrough bleeding - it's OK to not have your period if on the pill. Your body will expell uterine lining if it needs to, but it won't fester in your body, nor will your body produce so much that you pop! :)

'Mini' pills, which are progesterone only, the best of which is probably Cerazette will stop periods in about 70% of women within 1 year. But they tend to produce dysfunctional irregular bleeding for th first 3-6 months in most women.

No pill will remove ALL hormonal mood problems, but they will lessen the effects of PMS.
Try Lybrel, Seasonale or Seasonique.

The hormonal implant can stop your periods for about 3 years or as long as the implant is in. Dont know if it stops mood swings but check with family planning clinic who probably will be able to tell you the pros and cons of it.
