How many people can legally live in a house? I own a 10 bd/4 bath house in LA.?
All the work has been done with approved plans and permits and it is all fully occupied with 10 tenants under a one year lease. They are all students at CSUN and we have no complaints for noise or anything else. My neighbor lady keeps calling the Department of Building and Safety and demanding investigations. They come out and inspect (5 times so far) and tell her that it is all legal but she keeps attempting to create problems. She says there are housing laws forbidding more than a certain number of unrelated people living together in a residential neighborhood. Is this true? If so, where can I get the code or law governing this?

If there are local ordinances to that effect, they should be available at your local City Hall. Some places do have such laws, precisely to prevent college students from living in the community - or at least keeping a lid on the situation.
Incidentally, you may have basis for suing your nosy neighbor for harassment. If she makes repeated complaints when she's already been told there's no violation, she is making false reports and could be arrested as well. Maybe you should ask about that too - or consult with an attorney.

she has no grounds for any complaints dealing with occupants. Like you said you have legal permits and approved plans.. First thing looked at would be out put into the sewerage established for the house. If noise and these types of complaints are never present she cannot do anything.. With this many residents make sure all the parking outside the home is leagal.. many people complain about oil spills and improper parking and broken down vehicles.

You may need to take her to Small Claims for harrassment. She has been told numerous times that you are legal, yet she persists in her actions. I think that once she gets served with a summons, that may the end of your problem. Of course, I would first write her a letter (CMRRR), indicating that Building and Safety has verified that you are in compliance, and her complaints to the city are without merit, and she needs to cease her frivilous complaints or you will be forced to take legal action. You should be able to get the code you want from Building and Safety.

if u are in a city , contact local city housing inspector/office and get a reference to housing codes for unrelated persons occupying a single family residence.
normally there is a limit to the number of persons living in a single family residence.
besure ur insurance is correctly updated and enforce.
if building inspector has not 'cited' u as yet u may be OK.
neighbor will continue to be an issues thou.
besure u have smoke and co2 monitors in each room to CYA.

It use to be 1 person per every 100 square feet of sleeping space, that was 13 years ago or so, I do not know anymore, I think it also depends on the county you live in. I had an issue with a family of 4 living in my 2 bedroom, 600 sq. foot guest home and I called the city and it was 100 sq ft per person per sleeping...
Umm maybe it was 50 sq feet per person, because it was legal in my situation, hmm, sorry if I confused you.
