Do you think this is fair??

Here is the story. I live in a very nice trailor park. The owners have been working to expand it as they can. The city has had meeting over the last 4 years for this and everything has been approved. The only problem is the city says they lost most of the documentation giving him permission to do this when a hurricane came through. Now one of the neighbors who has been here the whole time and even helped one of his chruch members get a trailor in the park is protesting the whole thing because he wants to put in a swimming pool and doesn't want to be disturbed. He now wants to disolve the whole park. The thing that gets me is he waited until the owner here spent all of the money and had all the the sewer and water buried befor he decided to protest anything.
