A general rule of thumb for heaters is 5 watts per gallon. So for a 29 gallon tank, you'll need at least a 145 watt heater. Round up to 150, and you have lots of heater options. One that I'd recommend is the Visi-Therm Stealth Heater: http://www.drsfostersmith.com/product/prod_display...
If you want to save money and get a lower wattage, you can. Although it will take a longer time to heat the aquarium and will heat a few degrees less than what you set it to.

Tetra makes pretty nice, price range friendly submergible heaters...
I have on on both of my tanks.
for a 29 gallon you would probably want a 100 or 150 watt.
something with a top knob that you can adjust the tempertaure level on so that the heater can fluctuate it's automatic on/off plates to keep that desired tempertaure.
and they are pretty affordable...
for a 100 watt, you are looking at 20 dollars maybe?
good luck....
just check the back of the heaters for wattage/gallon ratio...
it will give you the proper wattage to use.
peace, good luck :)
