If there are white parts of the skin like around the edges of your feet, you can scrape them off with a dull blade to make them go away but they'll come back after awhile if your feet keep getting a lot of punishment.

Don't use a razor blade since you can't control the depth as much and can go too deep. I used an old carpet knife.

Try a lotion that contains Lactid acid. AmLactin 12% (at drugstores) works great and you´ll notice a difference in about 5 days. Put the lotion on your feet before bedtime, and put on some cotton socks. Vaseline works too but AmLactin is much better.

Try buying the PedEgg, go to my source link, there you can boy it from a safe place and read customer reviews on the PedEgg. It'll help your feet much more than any lotion will, trust me. It really helped me feet!

    Good luck!

go to the local nail salon & get a pedicure . they treat your feet & then skin down your feet a little bit, smoothing it out . ask yourself if you're using the foot pumice correctly . every day, apply a lotion or cream that daily repairs your skin (check the SOURCE section of my answer), or a specialty foot cream .

if these techniques don't work, see a skin doctor (dermatologist) .
